I can't put the 3 as a small number on the bottom on all 3 parts of the trinomial.

I have a hunch you mean:

(1/5)log3(32) - 2log3(x) + (1/2)log3(y )

log 3(2) - log3(x^2) + log3(y^.5)

log3(2 x^-2 sqrt y )
Why.would.it.be.2x^e?
I have no idea where you got .2 x^e from.
0.2(X+3)-4(2x-3)=0.9
