f(x)= (1/4) (x+3)^2 +9

it is the same both sides of x = -3
so the axis of symmetry is x = -3
when x = -3
y = (1/4)(0) + 9
so vertex at (-3,9)
since y is bigger both sides of x = -3, that vertex is as small as it ever gets
so the axis of symmetry is x = -3
