The IUPAC names are sodium carbonate (Na2CO3) and sulfuric acid (H2SO4).
..............H2SO4 + Na2CO3 ==> CO2 + H2O + Na2SO4
millimols Na2CO3 = mL x M = 25 mL x 0.1 M = 2.5
you will use 2.5 mmols of H2SO4. Look at the coefficients.
mL H2SO4 x M H2SO4 = millimols.
23.45 mL x M = 2.5. Solve for M H2SO4. Post your work if you get stuck.
