As you posted it, this question is impossible to answer. Your answer is right if we only count languages with more than one million Indian speakers. However, There are many more languages spoken in India.

I would personaly go with 3 because there are some people who speak even over 100 languages. But you choose what you think is correct. It's not right for someone to make decisions for you, because you have your own freedom.
