This is a limiting reagent problem.
You have the equation.
Convert mass Ti to mols and convert mass F2 to mols.
Convert mols Ti to mols TiF4.
Convert mols F2 to mols TiF4.
The smaller number of moles will be the number mols TiF4 produced. Convert that number of mols to grams TiF4 and that will be the theoretical yield.
