Answered by Reiny
(64x^3y^7)^1/3
= 4 x y^(7/3)

now look at the y^(7/3) part
y^(7/3) = y^(6/3) (y^(1/3))
= y^2 y^(1/3)

so final answer
= 4xy^2 y^(1/3)
