I mean I don't see how this isnt a argument

Can you see that it is merely a statement of fact? For an argument you need to "pick a fight." Now if you said "Clear X should NOT be the case......" someone will debate the other side = "Wrong, it SHOULD because......"

you need to change your approach. For instance, Steroid use by athletes should not be grounds for denying competitive opportunities. Then you can use various arguments to support that.
