Could somebody explain to me what an optimal value is? What does it mean if it's a min or a max?

Since this is not my area of expertise, I searched Google under the key words "<I>optimal value</I>" to get this source:

http://www.nist.gov/dads/HTML/optimalvalue.html

In the future, you can find the information you desire more quickly, if you use appropriate key words to do your own search.

I hope this helps. Thanks for asking.
