    the slope is (-4+2)/(-4-4) = 1/4
so start with the point-slope form:
y+2 = 1/4 (x-4)
Now just rearrange that as you want.

    slope = (-4+2)/(-4-4) = -2/-8 = 1/4
 
so y = (1/4)x + b
using the point (4,-2)
-2 = (1/4)(4) + b
-2 = 1 + b
b = -3
