A particle moves in the x-y plane for t > 0 so that x(t) = t2 + 6t and y(t) = e-t. At time t = 1, the particle is moving (20 points)

You meant:
x(t) = t^2 + 6t and y(t) = e-t
then x'(t) = 2t and y'(t) = -e^t
x'(1) = 2 and y'(1) = -e

x'(1) is positve and y'(1) is negative.
