Smarty is correct if you're INCA, just look at the answers for the questions blank gave and if they don't line up with your test then Smarty's answers are the ones you should use.

If you’re doing the State & Local Goverments Unit test. Unit 4 Lesson 16. NCA. Blank is correct. Remember don’t answer test essay questions they mark off points for that. But, give full points if you don’t answer them.
