I agree with A, especially when you consider central and eastern Oregon.

I think B is at least partly true, but since part of Oregon is ON the Pacific Coast ... ???

I disagree with B. Oregon and the Pacific Northwest are not dry. There is another answer that does apply (A and another), and it's not B.
