I think it's C.
C is certainly true historically but I do not know what period you are talking about. (Russo-Japanese war, World War 2 ??)

As Damon noted, we can't see the excerpt. C is certainly true. I think there may be at least one more correct answer based on the history of the Japanese occupation of Korea. Can you choose more than one? But, then again, we can't see the excerpt you are to base your answer on.
