WHAT DO YOU MEAN BY "POSITIVE ION(CATION)"

DOES IT HAVE A VALUE OF -e= -1.6x10^-19? or the opposite one +e?

the opposite one +1.6*10^-19
(one more proton than electrons)

But that is kind of misleading. If it has a charge of +1 that means it has lost a - electron and therefore has one more + proton than it has - electrons.
The + protons are in the nucleus and do not increase or decrease in a chemical reaction. All the action is out in the electron cloud. If you gain one electron your charge is -1. If you lose one electron your charge is +1
Hydrogen atom has one proton and one electron.
When it loses the electron it becomes H+
