Just use the point-slope form and then rearrange terms to slope-intercept form:
The line through (-2,-3) with slope -2:
(y-(-3))/(x-(-2)) = (y+3)/(x+2) = -2
The other line has slope -1/(-2) = 1/2.

The line through (-2,-3) with slope -2:
(y-(-3))/(x-(-2)) = (y+3)/(x+2) = -2
The other line has slope -1/(-2) = 1/2.
