This is as simple as the difference between "qui" (who, which, that, SUBJECT of a verb, used for both persons and things) and "que/qu'" (whom, which, that, DIRECT OBJECT of a verb, used for both persons and things.

ce qui = what/that which, SUBJECT of a verb

ce que(qu') = whatt/that which, DIRECT OBJECT of a verb

1. requires the subject = Ce qui...

2. requires the direct object (because "le gouvernement" is the subject) = Ce que...
