According to newtons 1st law , construction workers are warned not to leave their hard hats on the rear window ledge of their cars, explain why?

Two reasons: one a bit of a joke.
(1) "Matter at rest tends to remain at rest" measing the workers may forget wear the hat.

(2) "Matter in omtion tends to remain in motion". When braking sharply,
a hat would tend to fly forward, possibly hitting the driver or passenger in the head. That would hurt!
