Technically one cannot determine the normality of a solution without knowing the reaction; however, usually a problem of this type uses the total + or - valence (in this case it is 2).

molar mass Na2CO3 = 106
Equivalent mass = 106/2 = 53
# equivalents = 4.30/53 = ?
N = # eq/L = ?eq/0.300L = xx.
