hydronium is [OH-] ions, so you looking for the Ph that is most basic, which is your highest number 12.6

The number in the pH is equal to the negative exponent of 10. So, a pH of 7 has a concentration where the exponent is -7, a pH of 9 will have an exponent equal to -9 and so on. So the lowest pH will have the highest H ion concentration. 10^-3 is bigger then 10^-9. So the answer is ph=3.21.
