Use l'hôpital's rule or
divide top and bottom by x and take limits:
Lim (sqrt(9+10x^2)/x) / ((7+9x)/x)
x->∞
=Lim sqrt(9/x^2+10) / (7/x + 9)
x->∞
=sqrt(10)/9
