IN making a two-piece flared skirt,the amount of flare is limited by the

I cant decide between A,C or D because it does mention that if more flare is wanted,allow greater length and width,but it also states that for a small person omit the back waist darts.Dont attempt too great a flare because the bias of the side seam will sag.
