Change in PEnergy= mgh= mg*distance*sinTheta
change in KEnergy: 1/2 m v^2 + 1/2 I w^2
look up the moment of inertia I for a cylinder. Then, w=v/r.
Set total KE= PE change, and solve for velocity.
