P = 2(L + W) = 40m,
P = 2L + 2W = 40,

L = (2W + 2)m,
P = 2(2W + 2) + 2W = 40,
4W + 4 + 2W = 40,
6W = 36,
W = 6m.

L = 2W + 2 = 2*6 + 2 = 14m.
