I have read everything both of you sent me - I can only choose one answer - and the online says it caused Washingotn not to run again.

We've found that some online questions are ambiguous and poorly written. (Are some "educational" institutions outsourcing these questions to India, Outer Mongolia, or Nunavut?)

Obviously, Jay's Treaty resulted in a stalemate between the U.S. and Britain so they didn't go to war. Washington's decision not to run for a third term may have been also affected by the Treaty. If you believe your instructor is going to only accept the online test answer, then you must go along with the online answer.
