Is a current carrying wire electrically charged? Explain.

The wire COULD be charged, if it is at a very high voltage with respect to ground, but that is not required in order for it to carry current. Current occurs when free electrons MOVE along electric field lines, while leving the conductor electrically neutral, or nearly neutral.
