a 50.0 ml sample of a 15% (m/v) solution of H2SO4 is added to water to give a final volume of 250.0 ml. What would the final concentration be?

Quantity of H2SO4 did not change, the volume is increased by a factor of 5.
The concentration is therefore
15%/5=3% (m/v) assuming the volumes are measured at the same temperature.
