y = mx + b = 5/2,
mx + b = 5/2,
-3(-2/3) + b = 5/2,
2 + b = 5/2,
b = 5/2 - 2,
2 = 4/2,
b = 5/2 - 4/2,
b = 1/2.

Eq: y = -3x + 1/2.
