In the standard form of an equation, the coefficients are relatively prime integers, so
2.4x + y = 15 , times 5
12x + 5y = 75
2.4x + y = 15 , times 5
12x + 5y = 75

So for this problem 3y + 2x = 4.5 it would be 30y + 20x = 45( I multiply all the term by factor of 10 to get rid of the decimals) then I would simplify it into 4x + 6y=9. Is this correct?

or just multiply the original equation by 2
6y + 4 x = 9 immediately
or
4x + 6y = 9
6y + 4 x = 9 immediately
or
4x + 6y = 9
