in the first KOH and HNO3, balance
KOH+HNO3>>KNO3 + H2O
it takes one mole of acid for each mole of base, so to neutralize two moles of acid, it takes two moles of KOH.
In the second, balance,
H2SO4 + 2NaOH>> 2H2O + Na2SO4, so it takes two moles of base to neutralize one mole of acid.
