Three decimal places is the three numbers after the decimal point.
Examples:
0.54675 = 0.547
0.41636 = 0.416
Examples:
0.54675 = 0.547
0.41636 = 0.416

It is not d/rt, but d = rt, translating into distance = rate times time. This may be your problem.
.001 is three decimal places.
If you don't know how to use a calculator, do calculations by hand.
