NaC2H3O2 is sodium acetate. Let's call the acetate ion Ac^-.
Ac^- + HOH ==> HAc + OH^-

Kb = (Kw/Ka) = (HAc)(OH^-)/(Ac^-)
Set up an ICE chart and solve for OH^-, convert to H^+, then to pH.
