Ok, basically the second quote states how people learn from their mistakes and it's better to make mistakes and learn from it than to hestitate and make no mistakes. Nobody is perfect, therefore, people do make mistakes.
Therefore, our voices doesn't make a difference to the public. But our mistakes makes a big difference to the public.

The second quote means we should never avoid a task in which we believe that we can only contribute a small portion to the final solution. The Great Wall of China was not built by one man. Each Man's small contribution led it to being built.
