put it in this form:

y=mx+b

It is easy to write this in slope intercept form.
y = m x + b
here
9y = 0 x + 8
the slope, m is zero
when x = 0, y = 8/9 (the y intercept)
Since the slope is zero, y = 8/9 for any real x in fact a horizontal line.
