if you look at a normal line equation it is y=mx+b the m is the slope/constant/first difference whatever you would like to call it. The b is the y intercept(where the line crosses the y axis).
Therefore in your question 3x=2y+14 the slope (m) is 2 and the y intercept (b) is 14.
