The Nuclear Regulatory Commission must approve all nuclear power plants in the USA. Local governments also have to approve the site etc. Most people don't want them "in their back yard" and can delay the approval process in the courts. This is a very time consuming process. For decades, very few were built in the USA. There are proposals to expedite the approval process by going with proven safe designs.
