9 = w + (-8)
I know the answer is 17.

But usually with problems like these aren't you supposed to subtract since it's an addition problem?

    You need to get the knowns on one side and the unknowns on the other side.  Move the -8 to the other side of the equation.  To do that, add 8 to both sides.
9 = w + (-8)
9 + 8 = w + (-8) + 8
17 = w
    
9 = w + (-8)
9 + 8 = w + (-8) + 8
17 = w
