Is it okay to sell a product to a business at wholesale price and then also charge a Consignment fee after product is sold?

It will depend on the contract agreement between the two. The business purchasing the items should have noted in the agreement if the price includes delivery. In any case, if not stated the purchasing business should have asked the question to clarify if a delivery or collection (consignment) charge was included.
