The Bill of Rights refers to the first ten amendments to the United States Constitution. Citizen rights may be incorporate in state constitutions, but the Bill of Rights is the Bill of Rights, and there is only one of them.
State constitutions do tend to be longer than the U. S. Constitution because the drafters put in a lot of very specific things, which the national document does not. But I don't know that its universally true.
