The height 'h' in metres of a ball above the ground at any time 't' in seconds when it is projected upwards is given as h=15t-t^2

that formula of h=15t-t^2
is not valid on earth

in feet , it should be h = 15t - 16t^2
in that case there is an initial upwards velocity of 15 ft/s
