Use the dilution formula of
mLa x Ma = mLb x Mb
mLa x 1M = 400 x 0.2 M
Solve for mLa = 400 x 0.2/1 = 80 mL
Add 80 mL of the 1 M solution to a 400 mL volumetric flask and add distilled water to the mark. Stopper. Mix thoroughly. Label.
