4x-7y=5
7 y = 4 x - 5
y = (4/7) x - 5/7
so the slope is 4/7
the parallel line has the same slope so
y = (4/7) x + b
-9 = (4/7) 9 + b
b = -9 -9(4/7)
b = -9 (1 + 4/7) = -9(11/7) = -99/7
so
y = (4/7) x -99/7
7 y = 4 x -99
7 y = 4 x - 5
y = (4/7) x - 5/7
so the slope is 4/7
the parallel line has the same slope so
y = (4/7) x + b
-9 = (4/7) 9 + b
b = -9 -9(4/7)
b = -9 (1 + 4/7) = -9(11/7) = -99/7
so
y = (4/7) x -99/7
7 y = 4 x -99

Easiest way:
Since the slopes are the same, the equations differ only in the constant
New equation is
4x - 7y = c, plug in the given point (9, -9)
36 + 63 = c = 96
new equation: 4x - 7y = 99
