When adding two rational numbers,if the number signs are the same do you add?

yes, you said "when adding" , so let's add

e.g.
(+5) + (+3) = +8
(-5) + (+3) = -2
(+5) + (-3) = 2
(-5) + (-3) = -8

in each case I added
