Are they each accelerating at 118 m/s^2 in the direction away from the other or are they each accelerating at 118/2 = 59 m/s^2 so that the rate of change of distance between them is changing at 118 m/s^2

Once you have that F = m a
assuming a = 118

k = 9*10^9
9*10^9 Q^2 = .00310 * 118 * (0.067)^2
