According to Perdue OWL, "Titles of books and reports are italicized or underlined; titles of articles, chapters, and web pages are in quotation marks"
But I am having trouble figuring it out. . .
I am writing a paper on documents influential to the American Constitution, and I was wondering how to format the title:
English Bill of Rights
into my thesis in APA.

I don’t believe historical documents like this need to be italicized or underlined. Just make sure you have the capital letters in the right places, and you’ll be fine.
If the historical document is titled, the title should be in quotation marks.
I disagree. Do we put quotation marks around United States Constitution or Declaration of Independence every time we write those titles?
