Find the equation of a straight line through point k(3,-4)which is perpendicular to the line 3x-2y=3 in the form ax+by+c=0

A line which is perpendicular to the line 3x-2y=3
must look like:
2x + 3y = c
but (3,-4) lies on it, so
2(3) + 3(-4) = c
c = -6

2x + 3y = -6
