A memoir, by definition, is non-fiction. It is a person's memory of an event or events in one's life. A play or a poem may also be based on someone's memories, but is usually considered what it is, a drama (play or screenplay) or a poem - separate categories. Dialogue in a drama is usually invented (unless it is a transcript of actual court records or a tape-recorded conversation, etc.). The author may be trying to make it "true", but usually has to imagine the words spoken.
