1 foot : 250 ft
or
12 inches : 250 ft
12/250 inches : 1 ft
1200/250 inches : 100 ft
4.8 inches : 100 ft
1 inch : 100/4.8 ft
1 inch : 20.83 ft
or
12/250 = x/100
250x = 1200
x = 4.8
so 4.8 ft represents 100ft
1 inch would represent 100/4.8 or 20.83 ft
