I am wondering from what solution you are starting. Glacial acetic acid is about 99.5 percent, so assuming that is the starting point, you are diluting it 99.5/22 times, or about 4.52 times, which means one part acid, 3.52 water. So what is one part?
one part=100ml/4.52=22.1 ml
so add 22.1 ml glacial acid to 3.52*22.1 ml=77.8 ml water.
Now, you can do it more accurately, added up, the above is 99.9ml short .1 ml.
But the point is, what are you starting with?
