First Line: The sea was wet as wet could be.

Second Line: The sand was dry as dry.

'Stressed' just means you say the syllable a little more loudly than the others. You MUST read the lines aloud to hear them.

Line 1 has 8 syllables and line 2 has 6. Can you hear them? Read them aloud!
