in more conventional notation,
y = 2x^2 + 3x + 2
As with all graphs, pick a few points, plot them, and connect them with a smooth curve. You know this one is a parabola, so you don't have to go in blind.
y = 2(x^2 + 3/2 x) + 2
= 2(x^2 + 3/2 x + 9/16) + 2 - 2(9/16)
